Supporting Patient Safety and Compliance at Ambulatory Surgery Centers

The Problem

A new ambulatory surgery center (ASC) in Massachusetts required a reliable emergency battery backup system to protect critical equipment during power outages. The system needed to comply fully with both the Accreditation Association for Ambulatory Health Care (AAAHC) guidelines and National Fire Protection Association (NFPA) safety codes. Beyond ensuring the continuous operation of essential systems and safeguarding patients during a power interruption, the solution had to seamlessly satisfy surveyors assessing the facility's compliance.

NFPA 111 Section 5.3 outlines system monitoring requirements based on the level of risk to patients and staff during a power outage, while AAAHC accreditation standards emphasize maintaining a safe environment of care through emergency preparedness and continuity planning.

Understanding NFPA 111 Section 5.3

NFPA 111 Section 5.3 requires emergency power systems to provide continuous status monitoring so facility personnel can quickly identify and respond to abnormal operating conditions. Because an ASC performs procedures under general anesthesia, it qualifies as a Level 1 System, where emergency power failure could result in serious injury or loss of life.

For Level 1 systems, the standard requires both local and remote annunciation. Local annunciators display system status where the equipment is installed, while remote annunciators provide live system updates to designated personnel elsewhere in the facility, supporting a faster response time when every second counts. Level 2 systems, by comparison, require local annunciation only, as an outage would not pose the same risk to patients and staff.

While NFPA 111 defines the technical monitoring requirements, AAAHC accreditation addresses the broader operational preparedness of the facility.

AAAHC and ASC Emergency Preparedness

Addressing ASCs specifically, AAAHC requires facilities to identify critical systems, prepare for utility failures, and maintain emergency equipment capable of supporting patient safety, in keeping with the association's codes in alignment with NFPA 99 and NFPA 101. NFPA 99 establishes criteria for essential electrical systems and emergency power to minimize fire, explosion, and electrical hazards in patient care areas, while NFPA 101 sets life safety requirements, including egress and emergency lighting, during a power interruption. A properly designed battery backup system with continuous monitoring helps support these objectives.

With these code and accreditation requirements in mind, the engineering team developed a solution tailored to the facility's operational and compliance needs.

The Solution: A Code-Compliant Ambulatory Surgery Center Battery Backup System
