Backup Power for the Department of Veterans Affairs

In January 2020, the Veterans Health Administration sent a memo to all of their locations regarding vaccine storage requirements. One of the requirements was that all refrigerators and freezers for “storage of vaccines and medications” are to be “connected to emergency power sources”.
Following this advice, the Administrative Pharmacy Officer at a midwestern VA needed a plan to provide backup power for his PHCBI refrigerators in each of his seven Community Based Outpatient Clinics (CBOC’s). His concern was that if a large city wide outage occurred - caused by ice, wind or some other natural disaster, staff would need to be sent out to service each of the multiple clinics, which could be dangerous and inconvenient.
To avoid this his plan to provide each location with either 48 or 72 hours of backup, so the systems would be able to run throughout a weekend if need be. However installing a natural gas, diesel or propane generator at each of these locations would have been a large and costly task, requiring permits, electrical contractors, and other specialized crews.
