Joint Commission Requirements: How Battery Backup Power Helps Healthcare Facilities Meet Standards

What The Joint Commission Requires for Emergency Power
Emergency Management Standard EM.12.02.11, EP 3 requires hospitals to identify an alternate means of providing fuel for building operations, generators, and essential transportation services. Separately, EM.12.02.09, EP 3 requires facilities to evaluate how operations would be affected if outside emergency support were unavailable for 96 hours. This does not require storing 96 hours of fuel on site. Facilities may instead rely on priority fuel delivery agreements or strategies to reduce fuel consumption and extend generator runtime. The key requirement is a documented, realistic plan. When generators serve as part of an Essential Electrical System (EES) under NFPA 99, Chapter 6, facilities should also consult their state health department for jurisdiction-specific requirements.
New in 2026: Documentation Requirements
Updated standard PE.04.01.03, EP 3 clarifies that inspection, testing, and maintenance of emergency power systems must be documented in accordance with both NFPA 110 (Standard for Emergency and Standby Power Systems) and NFPA 101 (Life Safety Code). Facilities should review their maintenance records to confirm documentation addresses both standards.

For Level 1, Type 10 systems, NFPA 110 requires life safety branch power to be restored within 10 seconds.
